Upon AntAC’s requests NACP starts verification of five declarations

Upon the requests of the Anticorruption Action Centre NACP started full verification of electronic asset declarations of following officials:

  • Oleksandr Nykytyuk, deputy dean of the National Medical University

In his 2016 declaration Nykytyuk failed to indicate his corporate rights, but according to the Unified register of legal entities he co-founded the “Labor union “Agroservice” company and contributed 10% of its statutory fund (4,400 UAH). According to Nashi Groshi, this company was registered in 2007 and works in restaurant business. It is run by Hennadiy Nechyporenko, brother of Serhiy Nechyporenko, former prosecutor of Shevchenkivskyi and Podilskyi districts of Kyiv.

While declaring his share in a 75 sq.m. apartment (1/4) Nykytyuk hasn’t indicated any other co-owners apart from his wife. Therefore he violated the law by failing to mention who owns the another half of the flat.

According to journalistic investigations, Nykytyuk’s elder daughter Tetyana Tsyrkun was gifted a 80 sq.m. apartment in Kyiv and a 0,133 ha land plot in Kyiv-Svyatoshyno district by the unknown. In 2016 Tsyrkun bought a 0,2 ha land plot in Boryspil.

In February 2017 Nykytyuk’s younger daughter also received a 79,9 sq.m. apartment as a present. In the first quarter of 2017 she registered ownership rights to two cars: Hyundai Sonata (2011 year of release) and Volkswagen Phaeton (2004 year of release).

  • Svitlana Vladymyrenko, judge of the High Commercial Court of Ukraine

Svitlana Vladymyrenko works as a judge of the High Commercial Court of Ukraine since 2006. In her 2015 asset declaration she didn’t indicate a 170 sq.m. house in Odesa oblast, which is owned by her husband Ivan Kabanov. This information can be verified in the State register of rights to immovable property.

In her 2016 declaration she mentioned that her husband became the owner of a 6 ha land plot in 1999. At the same time, this information is missing in her 2013 and 2014 declarations.

  • Zhanna Kornilova, judge of the High Commercial Court of Ukraine

During the last three years Kornilova arrives to the workplace by the Porsche Cayenne (state registration NoAA2224MK), though this car is missing in her 2014, 2015, and 2016 declarations. She indicated in her 2014 and 2015 declarations that her husband earned 1,913 and 7,425 UAH respectively.

  • Leonid Huberskyi, dean of the Taras Shevchenko National University of Kyiv. 

In his e-declaration, Huberskyi indicated that their family owns only 2 real estate objects (an apartment and a garage in Kyiv). In the meantime, according to Novoe Vremya magazine, his wife owns a 0,09 ha land plot, situated in Kyiv oblast. Larysa Huberska founded the “Legal company “Villar” Ltd and co-founded the “Institute of Legislative Researches” Ltd. She contributed 112,500 UAH to the statutory fund of the latter. No information about wife’s corporate rights was indicated in Huberskyi’s declarations.

  • Oles Yanchuk, deputy head of Odesa city council

Yanchuk has been working in local self-governance since 2005 (except a break in 2010-2013). Since 2014 he has been holding a post of the deputy head of Odesa city council. During his whole service in local self-government bodies Yanchuk earned 936,430 UAH. In 2016 apart from the salary he declared an income of 233,756 UAH.

In the meantime, in 2016 declaration Yanchuk has indicated:

  • a 117 sq.m. apartment in Odesa, bought in 2010;
  • a 154,2 sq.m. apartment in Odesa, bought in 2016 at 1,6 million UAH;
  • money in bank accounts: 1,8 million UAH and 529,769 UAH.

The amount of declared cash only exceeds Yanchuk’s official income starting from 2005.

His wife Tetyana Milenina owns:

  • BMW 640, 2015 year of release bought at 2,3 million UAH;
  • jewelry, watches and other valuables worth of 964,600 UAH;
  • money in bank accounts 495,800 UAH
  • cash, received in 2016: 121,000 USD, 55 000 EUR, 1,1 million UAH.

Since 2003 Milenina is an individual entrepreneur, involved in market trade. She is also a beneficial owner of a number of companies, registered in 2015-2016 only:

  • “Mileni” Ltd;
  • “Smart-timing” Ltd;
  • “Mini-market Fontanskyi”.
