Outsourcing of medicines procurements to international organizations

The Parliament adopted the Law “On amendments to certain legislative acts of Ukraine (regarding timely patient access to necessary medicines and medical products through public procurement involving specialised procurement organizations)”. It introduces a special procedure for procurement of medicines by budgetary funds through international organizations that provide states and other entities with related services (including the UNDP, the UNICEF, and the Crown Agents). Thus, in 2016 and in 2017, the Ministry of Health has transferred all purchases that were attributed to its competence to these international organizations.
