NACP verified 80 e-declarations in total
NACP initiated verification of e-declarations of certain officials following the requests from AntAC. Namely, declarations of the Head of Poltava regional police, deputy dean of the National Medical University, dean of the Odessa Economic University and one judge shall be verified by NACP.
In the meantime, since November 2016 NACP managed to verify up to 80 declarations only out of more than 1,3 million annual declarations (out of which 137 thousand are declarations of top officials).
NACP also continues the practice of arbitrary and unlawful refusals in verification of e-declarations upon the requests of the NGOs. To give an example, NACP refused to start verification under the pretext that the decision did not get enough votes of its members and requested to provide additional information for the decision to be taken. However, according to the rules of verification, adopted by NACP, grounds for refusal of starting verification upon the request of any third party are limited. Any refusal must be clearly justified.
NACP is still verifying e-declarations manually as it has failed to introduce the software for automatic verifications. Although it has been developed long ago, to be launched it requires an information security certificate (to be granted by the Agency for Special Communications) and full access to other state registries. As of now, NACP did not manage to gain access to the registries and has not yet applied for the respective certificate.
