NABU is still deprived of full access to e-declarations registry

On August 30 NABU informed that they still don’t have full access to the e-declarations registry.

They were groundlessly deprived of such an access by the NACP. Though Recommendation 12 of the 4th round of monitoring of the Istanbul Anti-Corruption Action Plan stated that Ukraine has to “ensure that NABU has direct access to the asset declaration database in line with the Article 17 of the Law on NABU and is able to use it for the effective execution of its functions” this was never done.

This significantly hampers the work of NABU on investigating illicit enrichment and false statements in e-declarations as NABU is actually prevented from getting information fully and promptly, especially on changes of public officials’  property status.

Nevertheless, NABU, relying on its own capacities to collect information from open sources, is investigating 72 criminal proceedings regarding illicit enrichment and declaration of false information by officials. Investigations have already been completed regarding 5 officials and their cases were forwarded to the court.
