Corruption in Defense sector: we call on NABU director to suspend his deputy and detectives for the time of investigation

The Anti-Corruption Action Center demands the director of the National Anti-Corruption Bureau of Ukraine Artem Sytnyk to suspend employees – subjects of journalistic investigation for the time of internal investigation.

The initial investigation was conducted by Bihus.Info journalists and concerns corruption in the defense sector.


High expectations are held with regard to NABU. They are expected to investigate high profile corruption cases throughout Ukraine. The Bureau was founded after the Revolution of Dignity. It needs to protect its name and keep faith in their central mission.


That is why the AntAC demands vigorous actions of NABU director Artem Sytnyk in order to keep the reputation of the Bureau. We ask the following to be suspended from office while the internal investigation takes place: the deputy director of NABU Gizo Uglava, detective Oleg Borysenko and detective Dmytro LytvynenkoMoreover, AntAC calls on the three of them to voluntarily request suspension from office for the time of internal investigation.


If these actions are taken, it would not automatically confirm the guilt of detectives and deputy director. Conversely, it will ensure the Internal Control Unit is able to conduct an objective and independent investigation process. Based on evidence collected in the course of such investigation, the allegations voiced by journalists will be either confirmed or denied.


Unfortunately, NABU’s leadership has not taken these necessary steps. We believe this to be a serious mistake. However, rectification remains a possibility.


NABU detectives repeatedly confirmed their professional and independent position by bringing to liability several directors of defense plants, deputy Minister of Defense, head of the State Fiscal Service Roman Nasirov, former head of the parliamentary committee Mykola Martynenko and many other previously untouchable top corrupt persons. Materials published by journalists should not undermine confidence in results of work of NABU.


Moreover, NABU director should ensure full independence of the work of the Internal Control Unit regarding investigation of alleged violations of the law by NABU employees published in the journalistic investigation. Such investigation should be conducted in compliance with the best international standards of work of internal control service of law enforcement agencies.


AntAC calls on NABU to provide all necessary information to the State Bureau of Investigations, which is authorized to investigate possible illegal actions of NABU employees.


NABU is obliged to demonstrate its ability to monitor compliance with the law by its employees, and, if necessary, to self-cleanse.


Moreover, AntAC also demands the Prosecutor General Yuriy Lutsenko, head of the Security Service of Ukraine Vasyl Hrytsak and head of the State Fiscal Service Oleksandr Vlasov to conduct transparent and independent investigation and suspend employees of their agencies who are also subjects of journalistic investigation.
