AntAC lawyers managed to terminate a 360,000 USD public procurement contract with a blacklisted company

Anti-Corruption Action Center has achieved termination of public procurement contract on conveyers details. The contract amounted to 10 million UAH (around 360,000 USD).

The winning company LLC “Ukrmet Group” turned out to be banned from taking part in public procurements till 2021. In July 2018 Ukraine’s antimonopoly committee brought it to liability for the anti-competitive actions.

In September 2018, according to the outcomes of the three negotiating procedures, the state enterprise “Myrnohradvugillia” finally made a contract for the purchase of conveyers details with “blacklisted” LLC “Ukrmet Group”. Negotiating procedure was applied instead of open biddings since the latter ones had failed twice due to insufficient number of participants.

AntAC lawyers managed to reveal the offence and sent an appeal to the State Audit Service as well as to the “Myrnohradvugillia” with the request to terminate the contract. After the appeal the customer has cancelled that procurement.
