AntAC achieved termination of contract of public procurement with blacklisted company

Anti-Corruption Action Centre has achieved the termination of contract of public procurement totaling 3 million UAH, where one of the side was company blacklisted by the Antimonopoly Committee of Ukraine for violation of competition on public bids.

On May, 2018 LLC EURO-RECONSTRUKTSIYA, that provides hot water and heating to Kyiv citizens, held a tender for purchasing pipes. VKP LLC STALPROM was recognized as a winner, which proposed to provide goods for 3 million UAH. However, AntAC lawyers found out that the company has been held accountable for anticompetitive actions by the decision of the Antimonopoly Committee by June, 2020.

According to the national legislation, a company cannot be a participant of public procurements for three years, if it was sanctioned for bid-rigging. But it turned out that STALPROM deliberately filed a false information for taking part in the tender by issuing forged certificate. Nevertheless, the AntAC managed to reveal the offence and achieved termination of the contract, saving 3 million UAH to the state budget.
