Accounting chamber confirms efficiency of international medicines procurements
On August 22, the Accounting Chamber of Ukraine (state audit body, empowered to control the use of budget funds) presented a report on efficiency of medicines procurements conducted by the international organisations.
It concluded that international procurements are more economically beneficial than the ones done by the Ministry of Health.
According to Chamber’s assessment, international organisations saved up to 40% of budget allocated for medicines procurement. Certain pills are 26 times cheaper comparing to prices at which the Ministry of Health has been buying these medicines before the reform launch in 2015. The money saved is spent on procurement of additional medicines which allows more Ukrainians to get quality treatment.
Ukraine has been outsourcing medicines procurements to international organisations (UNDP, UNICEF and British Agency “Crown Agents”) since 2015. According to AntAC’s report, international procurement of medicines saved Ukraine up to 620 million UAH in 2016: https://antac.org.ua/en/analytics/international-organizations-saved-ukraine-620-million-uah-during-procurement-of-medicines-in-2015-analytical-report-of-antac/
